I think the girls parents are probably sick or dead and very poor.
She probably steals the fish on the way to the market.

I think her parents are dead. She cant afford food so she begs the store guy for food every night. she sleeps on the streets. Her parents might have abandon her. Her father was the substitute she is the girl that ran and shes plotting revenge on the golden rat right now.
